He graduated from Galatasary Highschool. Later on Haluk, went to France where he graduated from the University of Caen from the department of Economics. For his Masters Degree on European Union Studies he attended the University of Nancy. Finally he went back to Caen University for obtaining his P.h.D on Macro Model Analysis.
Between 1977 and 1985 worked for the Ministry of Finance and the Central Bank focusing on the Economy. In 1985 he started working as a general manager for Data Processing, Statistics and Economic Performance. From 1994 to 2009 he worked at the General Secretariat of TÜSIAD. Haluk still works at TÜKEL Research Projects where he offers his expertise as an individual or corporate advisor.
